BINKISU Cluster Meeting on Best Practice Replication Plan


On February 1, 2011 at the Sanggunian Bayan Session Hall of the Municipality of Sugbongcogon, Misamis Oriental, the BINKISU municipalities namely Binuangan, Kinoguitan and Sugbongcogon and other stakeholders joined the Conference of Mayors (COM) and members of the Inter-Municipal Team (IMT) to follow up plan on developing tourism to improve the lives’ of local people in the said municipalities, as part of their collaboration in DELGOSEA’s Best Practice (BP) replication. The BINKISU meeting also highlighted the signing of the Executive Order organizing the Best Practice Replication Technical Working Group by the three respective Mayors.

The BINKISU meeting is an offshoot of previous meeting on January 17, 2011 at Naawan, Misamis Oriental with MANLUNA (Manticao, Lugait, Naawan) and BINKISU (Binuangan, Kinoguitan, Sugbongcogon) Clusters on DELGOSEA’s BP replication. MANLUNA and BINKISU have decided to replicate best practice from Phuket, Thailand on fiscal management and investment planning: Preserving Old Town Architecture and Reviving Traditions as Tourist Attraction and Economic Driver. As agreed during the meeting at Naawan, the BINKISU CLUSTER proposed to conduct separate meeting in order to further discuss the BP replication plan.  Naawan Municipal Planning and Development Coordinator, Salvador M. Almiñe shared his knowledge of Phuket BP model in the BINKISU conference. Mr Almine attended the capacity building workshop for local governance coaches with the DELGOSEA Project in Pattaya, Thailand in November 2010.

The 1st BINKISU conference was well attended by the representatives of the three municipalities led by their respective mayors. In his welcome address, Mayor Jerome Lagbas lauded the effort of the three municipalities in uniting towards a common dream and grateful that such event is being conducted in his municipality. Meanwhile, Mr. Ponciano Caverte, Provincial Director of The Department of Interior and Local Government Region (DILG) in his message explained to the participants the reason of BINKISU further emphasizes on the corporate powers of each local government unit is as a means of bringing development to the people.

The Department of Interior and Local Government Region 10 (DILG-10) Regional Director Bhagwani in his message urged the audience to put extra effort in promoting tourism in each locality considering that globally tourism is a big business that will benefit the people. He put emphasis on the importance of reviving the Filipino tradition as component of tourism.

The conference later officially signed an Executive Order in organizing Best Practice Replication Technical Working Group which includes membership from the private and academic sectors. The Mayors from the three municipalities: Mayor Junjun Lagbas of Kinoguitan, Mayor Tomas Gumahin of Binuangan and Mayor Jerome Lagbas of Sugbongcogon were present at the official signatory. The Technical Working Group will conduct a meeting on February 14-15, 2011 on BP Transfer Concept development in Cagayan de Oro city.
