MANLUNA AND BINKISU - To Draft Interlocal Cooperation Guidlines

Key officials from the member municipalities of the ManLuNa and BinKiSu have attended the capacity-building session last May 16 in Marigold Hotel, Cagayan de Oro City to discuss the drafting of key operational guidelines for interlocal cooperation. Department of Interior and Local Government (DILG) Misamis Oriental Provincial Director Ponciano Caberte also participated in the conference.

The writeshop was the result of the National Workshop on Policy Recommendation held last March 29 at the Asian Institute of Management Conference Center. The workshop, spearheaded by DELGOSEA Philippines, revolved around discussions of crucial points which need to be considered in the crafting of policy recommendation. Said workshop sought to provide concrete solutions in addressing legal and administrative impediments in the implementation of local governance projects.

As mentioned during the workshop proper, essential stakeholders and cluster representatives saw the lack of implementing rules and regulation (IRR) / guidelines on how to efficiently implement provisions for inter-local cooperation as stated by the Local Government Code. This called for the need to draft guidelines which will aid in the clusters’ identification of concrete and doable measures in resource and information sharing, tasking, and similar concerns of cooperating LGUs.

For the most part of the session, League of Provinces of the Philippines Director for Program Development Roberto Limbago enlightened the participants by giving them valuable suggestions and viewpoints on how to further inter-local cooperation and implement it more concretely. Limbago was actively involved in the drafting of German Technical Cooperation's (GTZ) cookbook on inter-local cooperation.

Limbago mentioned the competence of each cluster's  inputs in translating the provisions on interlocal cooperation provided by the Code. Since the member municipalities of the 2 clusters are equipped with grassroots knowledge and success stories, their experiences at the local level are useful in the drafting of the guidelines. The local initiatives of ManLuNa and BinKiSu can be of vital use to DILG since said department is the  primary national government agency tasked to prescribe the generic IRR for  interlocal cooperation.

In the same vein, the Sangguniang Bayan Secretaries of the 2 clusters took the initiative of drafting the inter-local cooperation operations manual which are subject to approval of the local chief executves.

The conference served as a formal venue for fluid discussions and open forum tackling relevant questions and helpful answers given by the key stakeholders themselves.

Manticao Mayor Roberto Lagrosas for ManLuNa and Kinoguitan Mayor Danilo Lagbas, Jr. for BinKiSu who are both Chairman of the Conferences of Mayor also graced the event.
