The Yala City Municipality which has been selected by the Thailand Environment Institute (TEI) to be pilot municipality on “fiscal management and Investment plan” under the Partnership for Democratic Local Governance in Southeast Asia (DELGOSEA) has setup a Community Water Conservation Award through the Technical and Planning Division and the Division of Waterworks.

Yala City Municipality set up public service management by community and people participation. During the six months between October 2011 - March 2012, four pilot communities in Yala City Municipality were assigned to work in their own communities in the framework of the DELGOSEA project on the following issues:

  • receiving complaints on municipal work and report to the municipality;
  • measuring the water supply system and water pipes in the community;
  • collecting the payment for water supply and solid waste collection;
  • determining the quality of tap water initially in the community - using a water test kit;
  • following-up the complaints from communities and report back to them, and
  • monitoring and evaluating the project in regard of the participation of local communities.

Technical and Planning Division and the Division of Waterworks set up the Community Water Conservation Award in order to encourage participation on environmental management and public services in the community.
