The basic idea of DELGOSEA is to create a network for the replication of success stories in local governance between cities and municipalities within Southeast Asia.
The success stories (best practices) to be identified in “success places” will be replicated in “pilot cities/replication places” without having to reinvent the wheel.
DELGOSEA was launched in March 2010 and is co-funded by the European Commission and the Konrad-Adenauer-Stiftung (KAS) of Germany with funds originated from the German Ministry for Development Cooperation.
It follows a design that was developed by the Konrad-Adenauer-Stiftung (KAS) of Germany, the Local Government Development Foundation (LOGODEF) in the Philippines, the United Cities and Local Governments for Asia and Pacific (UCLG-ASPAC) and the Association of Indonesian Regency Governments (APKASI), the Thailand Environment Institute (TEI), the Association of Cities in Vietnam (ACVN), and the National League of Communes/Sangkats of the Kingdom of Cambodia (NLC/S).
