Optimizing Local Services by Cooperation Across Municipal Boundaries – Chiang Rai, Thailand, is Impressed by Kartamantul, Indonesia
After spending the last few months studying their best practice model on paper and drawing up the transfer concepts, the representatives of Chiang Rai municipality were keen to observe how the scheme of providing services across boundaries worked in practice. Three local governments - Yogyakarta, Sleman and Bantul – had decided to optimize services to their communities by identifying urban problems that were common to them, and addressing them through an integrated effort. A joint secretariat, called Kartamantul, had been established to administer the following services: garbage management, liquid and solid waste management, drainage management, road management, clean water, transportation and spatial layout.
When asked what most impressed them, the delegation was unanimous: the good cooperation between the three local government units (LGUs), the productive teamwork and the efficiency of the way resources are shared. During their meetings with local officials, the visitors were briefed extensively on the structure, role, function and financial management of Kartamantul, as well as the management process – very important features in a scheme that tries to combine three different government units! The issue of people’s participation also aroused much interest, since this clearly was another key to success!
Having toured many of the area’s facilities, such as the sewage installation, the sanitary landfill and the public transport system, the delegates came away feeling reassured that such a scheme could clearly work in Chiang Rai as well! Time for the actual replication to begin.
