- Act 1: Inception and Management Workshop
- Act 2: Presentation of the action to the 10 LGAs involved as key stakeholders
- Act 3: Basic Research on the selection of best practices in local governance and the selection of pilot cities
- Act 4: Dialogue on research results of proposed best practices with all key stakeholders; final selection of best practices and pilot cities; publication of best practices
- Act 5: Networking with academic institutions and CSOs on national level to support BP replication in the pilot cities
- Act 6: Establishment and servicing of website
- Act 7: Drafting curricula, teaching guidlines, and production of textbooks
- Act 8: Capacity Building for LGA experts ("Training of Trainers" - two-weeks training course)
- Act 9: Drafting concepts, action plans and transfer mechanisms for the replication of best practices in the selected pilot cities, publication of transfer concepts in national language
- Act 10 & 16: Training of local stakeholders at pilot cities to ensure the succesful replication of best practices (civil servants, CSOs, political decision makers); Refreshment of trainings
- Act 11: Monitoring and Consulting during BP replication
- Act 12: Exchange Programs between civil servants/experts from pilot places and "success places"
- Act 13: Midterm Review Conference
- Act 14: Development of policy recommendations for the improvement of national policies, legislation and administrative procedures
- Act 15: Correction/Update of transfer concepts
