Grassroots Participatory Budgeting Process – a New Approach from the Philippines

The League of Municipalities of the Philippines (LMP), one of DELGOSEA’s long-term partners in the Philippines, is supporting and showcasing an innovative approach to developing and implementing budgets on the local level.

Known as the Grassroots Participatory Budgeting (GPB) process, this method is a continuation of the 'bottom-up' approach where the funding requirements voiced by communities form the basis for the budget and for development plans of a municipality. GPB takes this concept further and ensures the systematic consultation with grassroots organisations and representatives of different communities.

The Philippine government has decided to include such a participatory approach to the managing of finances into its poverty reduction policy; GPB not only allows funds to be targeted more closely to the needs of individual local government units (LGUs), but also helps to make the delivery of social services within an LGU more efficient.

LMP, a local government association that was set up in 1987 to represent the interests of the municipalities of the Philippines, i.e. the layer of government between cities and provinces, has been very supportive of this initiative and is assisting in setting up processes to ensure that local voices are heard. Civil Society Organisations (CSOs) in participating municipalities are identifying priority poverty reduction programmes in their areas which will help to determine the most important projects to be budgeted for and implemented through a local development plan.

This new process is aiming to promote inclusive growth throughout the country, since the resources are being allocated fairly to every sector of society with the involvement of local people who are familiar with local needs. Marginalised groups will have a better chance to get access to resources meeting their specific needs. Municipalities are encouraged to include disaster risk reduction and climate change adaptation programmes in their requested priority projects, ensuring that the country moves

The implementation of this Grassroots Participatory Budgeting process has only just begun in the Philippines, but there are already signs that resources are spend more efficiently and service delivery is improving.
