Learning for Development Association a Crucial Partner in new Laos EU Project

The Learning for Development Association (LDA), DELGOSEA’s CSO member in Laos, is partnering with Oxfam Novib and four other CSOs to implement a EU-cofunded project on Capacity Development for Citizen-led Inclusive Development (CD-CID).

The 3-year project which began in March 2015 focuses on the cooperation between local authorities, communities, civil society organisations and other stakeholders to improve service delivery in selected provinces in Laos. Currently, there is no coherent strategy for including citizens in all the planning stages for local development and service delivery which leads to planning errors and mismanagement. By improving technical, operational and management capacities of non-state actors (NSA) in Laos, the project hopes to improve communication, transparency and inclusiveness on the local level.

In particular, CD-CID will facilitate multi-stakeholder dialogues between the communities, NSA’s such as civil society organisations and local authorities which will lead to micro-projects with an emphasis on accountable local governance. There will be peer-to-peer learning from exchange visits prior to the development and delivery of these micro-projects and good practices on local governance will be contribute to wider learning of strategies for demand-led, participatory and inclusive local governance. The first training workshops, using a specifically designed curricula, are taking place at the end of October 2015.

The Learning for Development Association is concentrating particularly on the aspect of learning from good practices, both from within Laos and abroad. Identifying good practices first within Laos and facilitating exchange visits between the ‘pilot place’ and the good practice community will be a first step. Building on that, LDA will look for good practices in participatory and inclusive development in different sectors in other Southeast Asian countries for documentation and dissemination. A good practice database will be developed and knowledge sharing and learning mechanisms set up.

The DELGOSEA network is delighted to be able to provide good practices and contacts from within the network for this new project in Laos and is looking forward to including examples from Laos in the network database for other countries to use.
