Short Memo: First Workshop of New DELGOSEA Standing Committee

The newly established DELGOSEA Standing Committee (SC) for Democratic Local Governance will have its inaugural meeting in Manila on 21 March 2013. The SC is the regional policy advocacy and coordinating body of the DELGOSEA network, working towards a better representation of local governments and local governments associations (LGAs) as well as civil society in ASEAN decision-making on issues of democratic local governance.

Set up jointly by the Konrad-Adenauer-Foundation (KAS) and United Cities and Local Governments Asia Pacific (UCLG ASPAC), the new Standing Committee will be responsible for facilitating networking, fostering policy debate and supporting the sharing of expertise between UCLG ASPAC members as well as the DELGOSEA network on specific themes identified as priorities of a regional agenda. It is currently made up of the following six members: ACVN (Vietnam), NCL/S (Cambodia), MLT (Thailand), LCP (Philippines), APEKSI (Indonesia), ADEKSI (Indonesia), and ADKASI (Indonesia).

This first meeting is very much geared towards establishing working methods and agreeing on structures. The agenda includes the drafting of internal regulations as well as first discussions on the most important issues to concentrate on. Capacity building of member organisations, especially in the area of civil service support will be another important agenda point.
