DELGOSEA Conference Report Published and Available for Download

DELGOSEA is delighted to announce the publication of the report of the regional conference on “Strengthening Decentralization and Local Governance in ASEAN Countries through a Multi-Stakeholder Approach”, that was organized by UCLG ASPAC, UCLG and the Konrad-Adenauer-Stiftung in May 2012.

The conference, which took place from 3 - 4 May 2012 in Phnom Penh (Cambodia), brought together more than 60 representatives of the pilot cities from the five DELGOSEA partner countries, as well as from local government associations (LGAs), civil society organizations (CSOs), ASEAN and the European Union (EU). It was a joint initiative of two European funded projects: “Partnership for Democratic Local Governance in Southeast Asia (DELGOSEA)” and ”Supporting Decentralization in Developing Countries” (

How to strengthen regional cooperation on local governance between stakeholders was the overarching theme of the conference. As part of this theme, the discussions focused on developing a joint approach to the question of how the results of DELGOSEA could be preserved on a regional level. Another issue was what steps should be taken to ensure that the momentum of advocacy for decentralization and local governance, as well as the regional exchange of best practices was not lost.

The conference resulted in a declaration, ‘The Phnom Penh Record of Principles on Strengthening Decentralization and Local Governance’, calling for a more permanent dialogue on decentralization and local governance to be established between ASEAN member states and for expanded collaboration with local authorities (LAs), as well as civil society, in a multi-stakeholder approach.

This was followed during the DELGOSEA conference in August 2012 by the Bangkok Declaration, stating that the national associations of local governments should utilize the congress of UCLG ASPAC's meeting in Jakarta in October to have endorsed as a policy issue the on-going support for the principles and aspirations of the DELGOSEA partnership.

As a result of this endorsement during the UCLG-ASPAC meeting, a ‘Standing Committee on Democratic Local Governance in South-East Asia (DELGOSEA)’ will be established as well as a Liaison Office for ASEAN to engage with the ASEAN Secretariat. Both will be based at the secretariat of UCLG-ASPAC in Jakarta. This will provide the perfect basis for a more intensive and productive dialogue both between the DELGOSEA partners and with ASEAN on the important issue of decentralization and democratic local governance.
