Description of LGA

The Association of Cities in Viet Nam (ACVN) is a voluntary social organization composed of 95 Vietnamese cities and towns (from rank IV to rank I). The ACVN operates both as a Non Governmental Organization (NGO) and as a social professional organization. It is the only organization of local governments in Viet Nam.

Our scope of mission is to provide the link between cities in Viet Nam. As a non-governmental organization, we are the representative of Vietnamese cities when meeting with the Government, the National Assembly, Ministries, Party Agencies, and other organizations.
 Our activities and services include:

  • Tailor-made service delivery to our members in subjects of common interest;
  • Exchange of information and knowledge sharing among our members;
  • Research activities on issues effecting urban life in cities, such as urban building, management and development;
  • Capacity building programs for urban officials and civil servants.

In our international activities, we cooperate with numerous international donor organizations, such as the European Commission, the Federation of Canadian Municipalities, or the Institute of World Bank. Projects being implemented by ACVN are amongst others:

  • EC co-funded project on “Promoting People’s Participation and Governance” in 30 cities in Vietnam (2009-2011)
  • Cooperation with the Federation of Canadian Municipalities (FCM) on “Lang Son city Public Participation through Tourism Development, Marketing” (2005-2008)
  • Cooperation with the Institute of World Bank (IWB) in which 3 pilot training courses on urban management were organized in such field as: cities planning and development strategy management, land management, urban financial management, urban environment management (2006, 2007)
  • Cooperation with the AIT on urban environmental management for the purposes of sharing good experiences and practices in the country and region (2008-2010)

Since 2002 ACVN is a member of UCLG-ASPAC, the United Cities of Local Governance in Southeast-Asia, and since 2006 member of CITYNET.
