Bacolod City is replicating a best practice example from Cambodia where a 'people-public-private partnership' (PPP) was established to improve municipal infrastructure. Here this scheme is used to develop a new youth home. So far, the legal basis for the construction has been established successfully, the construction site acquired, the required sum put aside in the city government’s budget. NGOs as well as the private sector are mobilized and willing to contribute to the costs, and the actual construction work is about to begin - excellent progress, everybody agrees.
