| The Project | Activities


This two-and-a-half-year project follows a comprehensive program to foster the exchange of best practices in local governance, as well as to improve the living conditions of disadvantaged groups in the five target countries.

The main activities are:

  • Research to identify success stories and models of local governance; dialogue between main stakeholders on the research results; and selection of pilot municipalities.
  • Establishment of a project website to assist and promote the transfer of best practices and the cooperation between local authorities, local government associations, non-state actors, and academic institutions.
  • Capacity-building for local government associations; training of trainers on issues in democratic local governance. These will entail, among others, the drafting of curricula for training and teaching guidelines, production of textbooks, and conducting trainings for political decision-makers, civil servants, and civil society representatives in the pilot cities and municipalities.
  • Transfer of concepts from model local governments to pilot cities and municipalities; monitoring by and consultation with local government associations and the project team.
  • Exchange programs with experts and civil servants from the localities where the best practices and success stories are identified.
  • Drafting of an exit strategy; suggestions for political dialogue; and correction and update of action plans in the pilot cities and municipalities.
